Donald May

Executive Vice President, Policy

Don May leads FAH’s broad portfolio of policy and finance issues to protect coverage and access to health care services for patients and FAH member health systems. He serves as the association’s chief liaison on hospital finance and health policy with the Centers for Medicare and Medicaid Services (CMS) and the Medicare Payment Advisory Commission (MedPAC). Working closely with the senior finance, managed care, and policy executives at FAH member companies, Don develops and carries out strategic actions designed to improve access to high quality care and ensure financial stability for hospitals and health systems through regulatory and legislative initiatives.

Prior to serving at FAH, Don served Executive Vice President, Payment and Health Care Delivery Policy, at the Advanced Medical Technology Association (AdvaMed). There, he led advocacy efforts on Medicare and health care delivery policy, led the organization’s advocacy research, and played a key role in shaping AdvaMed’s policy development. Don also served as Managing Director with the Farragut Square Group, where he led FSG’s health care facilities research in 2012. Additionally, Don worked for 12 years at the American Hospital Association, leading AHA’s policy development activities for Medicare and Medicaid payment. Don was also a senior manager with The Lewin Group, conducting health policy analysis and consulting, and began his professional experience as a health services policy analyst and assistant administrator for the Ohio Medicaid hospital payment program.

Don has a bachelor’s degree in political science from Ohio University and a Master of Public Administration degree from The Ohio State University. Don serves on the board of Heart Valve Voice, an organization supporting patients who need and have received heart valve replacement.
